Natural Gas (MOPNG) for 11 years at the level of Special Secretary to Government of India .He worked with all the important Oil Sector Agencies in India like ONGC , OIL , OIDB , OCC ,Energy Division of Planning Commission and with Foreign Oil Companies abroad. He was on the Boards of different National Oil Companies for more than 11 years between 1992 to 2003 viz , Oil India Limited , ONGC-VIDESH Ltd , Lubrizol India Ltd . , Engineers India Ltd ( EIL) & Oil Industry Development Board ( OIDB ) . He was also on the Boards of Oil and Natural Gas Commission (ONGC ) & Gas Authority of India (GAIL ) as a Special Invitee. His Geological work established for the Ist time Rajasthan as a commercial oil & gas producing Region in 1990 . He was the first person to map all the Deep & Ultra Deep Water areas of the country . Based on his work all Deep Water Blocks in India were awarded between 1999 - 2004. He created a unique record by 2003 as 70 blocks were awarded through Ministry of Petroleum in 4 years ( i.e. 73% of the then acreage of India ) . With this India can double its Oil Production and increase Gas production 4-6 times , in due course. For example, drilling along East Coast , confirmed his Interpretation and led to several , world class discoveries with resources of almost 100 TCF Gas + Crude oil (production potential of gas being 150-300 MMSCMD) This made India as the 5th such Deep Water Producing region in the world . He was the first to introduce the concept of Coalbed Methane in India , and awarded through Ministry 16 Blocks . Thus , making India again 5th such country in the world .CBM Production Potential of India is about 40-50 MMSCMPD . He started India’s National Gas Hydrate Program NGHP & was its first Technical Coordinator. The Govt. of India retained him as “ Chief Consultant “ in Oil Industry Development Board after his retirement . Currently , he is on the Boards of OIDB & EIL , the two Govt. Organisations and also on the Board of a Foreign Oil & Gas Company . He runs his own company as CMD of Petrobiz Private Ltd and is advising on Oil & Gas Blocks in 6 countries besides India .Between 1991 to 2003 he arranged Road Shows on Indian Petroleum Sector on behalf of Ministry of Petroleum & Natural Gas in 8-9 countries , each year .

Mr. S.K. Srivastava, Director General, Directorate General of Hydrocarbons (DGH), Noida, is upstream petroleum professional with an excellent blend of experience and expertise in oil and gas exploration, drilling, production, national and international exploration project
management and upstream oil & gas industry regulation. Responsibilities as Director General include ensuring sound management of country’s hydrocarbon resources and to oversee all the upstream petroleum sector’s operations both under PSC and nomination regimes, advising Ministry on relevant technical aspects and representing Government in the Management Committees of E&P contracts, upgrading geo-scientific knowledge base of country’s poorly/unexplored areas and enabling these areas for initiating systematic exploration, Implementation of NELP and CBM policy, exploring other non conventional hydrocarbon energy resources of the country such as Gas Hydrates, oil shales etc.
Being the Director General, he is playing an important role by heading all oil and gas and CBM exploration, development and production related functions at country level. He is leading a team of dedicated Geoscientist and Engineers for evaluation of Oil & Gas Field Development Plans and suggesting strategies for making it more techno-economically feasible, Monitoring of field operations of the approved development plans, Redevelopment & Production Monitoring of major oil producing fields including Mumbai High, Neelam, Heera, D-6 and Rajasthan, Reservoir and Operational Review of pre-NELP Fields and a host of small oil and gas fields.
Prior to joining DGH, Mr. Srivastava has worked for over 30 years with Oil India Limited (OIL) a leading upstream Public Sector Undertaking (PSU). During his more than 3 decades experience in OIL in on land and offshore fields in India and abroad, Mr. Srivastava had occupied several leadership positions, both in India and overseas in various capacities. He was the Chief Adviser (Exploration & Development) and Country Manager of OIL’s Libya operations. He has been actively guided OIL in the national and international bidding in several countries in Africa, Middle East, South East Asia and North American Continents. He was also Head of Exploration for OIL in North East India. He was responsible for several oil and gas discoveries and credited with setting up Oil India’s state-of-the-art G&G Interpretation Centre and Libya Project where the Company has exploration acreages.
As Director (Operations), Oil India Ltd. he was responsible for planning, management and control of all hydrocarbon related exploration, cross country pipeline transportation (feeding five refineries), development and production operations of the company in the North East India and production operations of various regions within the country and its foreign operations.

Mr. Sudhir Vasudeva is Director (Offshore), Director In-charge Marketing & Director In-charge JVs of Oil and Natural Gas Corporation Ltd. (ONGC), India. He assumed these responsibilities on 1st February 2009. As member of the Board of India’s topmost E&P Company, he is responsible for giving the organization an edge at offshore front through
managing the roles and responsibilities of a complete vertical hierarchy comprising of over one third of total workforce of company.He is also on the board of ONGC Videsh Ltd (overseas arm of ONGC), subsidiary company Mangalore Refinery & Petrochemicals Ltd. (MRPL) & Pawan Hans Helicopters Ltd. (biggest helicopter operator in India). The turnover of ONGC Group of Companies is US$ 23 Billion. He is also managing the horizontal interactions and interventions with other Directorate and Ministry of Petroleum & Natural Gas, Government of India. He has 33 years of varied experience in Offshore & Onshore oil & gas operations in ONGC, and has grown from grass-root level.
He was awarded “Young Executive of the Year“ by Chairman, ONGC. He coordinated the project for fire-fighting and blow -out control of B-121 platform/ wells and subsequently abandonment of damaged wells/platform and revival of production from alternative location.

He has strong technical qualifications with an impressive track record of more than 32 years of hands-on experience in petroleum and coal bed methane exploration, exploration project management, strategic planning, organizational development, team building. He is an ardent supporter of Management by Objectives. After independently handling many R&D and Exploration projects, he presently Heads the Exploration of ONGC Videsh Ltd and handles 20 exploration projects in 13 countries. He is also on the Board of Directors of the Al Rashid Petroleum Company, a JV between SPC, OVL and IPRMEL.

Dr. Rabi Bastia, is a well known exploration and management leader in the Hydrocarbon Industry. He obtained his Masters degree in Petroleum Exploration from Norwegian Technological University, Norway and a Doctoral degree in Geology from IIT, Kharagpur. He has been serving the Indian petroleum industry for about 3 decades in different capacities with distinction.
Dr. Bastia’s contribution in exploring for hydrocarbons in the deep water regions of India is commendable. He has provided a high level of leadership in directing and implementing several major exploration programmes in the deepwater regions of the east coast of India which have resulted in major hydrocarbon discoveries. The gas discovery in the Krishna-Godavari basin is the world’s largest find of the year 2002. The discovery in the Mahanadi offshore is another tribute to his foresight, particularly due to the fact that this discovery was preceded by a long spell of unsuccessful exploration by previous operators. Dr. Bastia’s approach in development of new concepts coupled with several technological innovations has added a new dimension to the Indian Hydrocarbon scenario and earned India a place of pride in the deep water map of the world.
In recognition to this outstanding contribution in the field of Science and Engineering the Government of India has conferred him the “Padma Shree”, one of India’s highest civilan awards in the year 2007.In the same year, he has also been awarded The “ Bharat Gaurav” from the state of Orissa, another landmark achievement and very recently the “Infraline Service to Nation Award in Energy Excellence”. He has also been conferred with “Who’s Who in the World” in the year 2008, in recognition to his outstanding professional excellence in the field of petroleum.
Besides his industry assignments, he is also actively pursuing some research projects in the field of oil exploration with Stanford University, USA, University of Utah, USA and Norwegian Technological University, Norway. He is currently teaching a course in “Petroleum Exploration” as Adjunct Professor in IIT, Bombay. He has written a book titled “Geologic Settings and Petroleum Systems of India’s East Coast Offshore Basins: Concepts and Applications”.

Shri Umesh C. Grover started his sea career after graduating from DMET, Kolkata in November 1971 with The Shipping Corporation of India as a Shipboard Engineer. After sea-career of 14 years, he joined the
shore services of SCI in March 1987. In 1991, he was deputed to Irano Hind Shipping as Director Technical & returned in 1994.
From 1994 to 1997, he handled Technical Operations of Bulk carriers & Dry cargo fleet. In 1997 he was given a commercial assignment in Container Services & Marketing Dept. and as GM (Container Services & Marketing) he was in charge of network of global container services operated by the SCI.
Shri Grover was appointed as the Director, Technical & Offshore Services Division by the Govt. of India on 01.04.2006. He and his team is responsible for planning and implementing the SCI’s ship acquisition programme involving new & second acquisitions, shipbuilding, ship disposal. He is also in charge of all Offshore activities of SCI and providing technical consultancy to various Government and Scientific & Research bodies. Also in charge of Information Technology Dept. and responsible for implementation of information technology in SCI.
He has vast experience of ship management (both technical & commercial), marketing, liner conferences/bilateral matters, maritime training & implementation of ISM Code.

Dr. V. K. Rao has more than four decades of professional experience in all facets of upstream Oil & Gas sector. He has served at Oil & Natural Gas Corporation, Directorate General of Hydrocarbons, Gas Authority of India Limited, Reliance Energy Limited Previously & currently is Advisor (E&P /Gas Business), Reliance Natural Resources Limited.
He has been Head of New Exploration Licensing Policy (NELP) & CBM Rounds in Directorate General of Hydrocarbons under the Ministry of Petroleum & Natural Gas, covering five rounds of NELP & CBM rounds.
Dr Rao has proven capability in building Startup Organisational structure for E & P Domain and leading then to successful business ventures.
Dr. Rao has been on several overseas assignments for Oil field Development, Data evaluation, Project Assignments & as a Team Member of High Level Delegation for Road Show Presentations. He has been the key note Speaker in many Seminars/Conferences.

Capt. Sandeep Kalia started his career with Univan Ship Mgt as Deck cadet in 1989 and sailed with them on various types of vessels until 2004.
 
After a successful sea going career of 14.5 years with Univan, he joined their Safety and Quality Department in
Mumbai. During the tenure in QHSE department he carried out various Ship Audits, Accident & Incident Investigations.
In January of 2005 he joined the Training department of Anglo Eastern Maritime Training Centre, Mumbai, as In-Charge of the state of the art Navigation Ship Handling Simulator and conducted various Navigational, Maritime Resource Mgt, Safety and security related courses.
In January' 2007 he joined the Marine Logistic Department (FPS) of Great Offshore Limited", one of the largest Indian Offshore services providers, and was appointed as "Head of Fleet Personnel Department" in 2008. He is actively involved in recruitment of competent seafarers for Offshore Supply Vessels and overseeing their Training needs and requirements. One of his key competencies lies in identifying the Human & Behavioural aspects of seafarers and developing training programs to address their needs. Capt. Kalia is also assisting the STW sub-committee & The Directorate General of Shipping, India, in formalizing the OSV & DP related competencies.
He is a member of Company of Master Mariners of India (CMMI) & OSPA and has presented paper on "Offshore Resource Management" at International Business Conferences and Nautical papers in CMMI seminars.

management. Shesh started his career as a Marine Engineer, and worked with Great Eastern Shipping, Mumbai and A P Moller, Singapore. After that he has performed diverse management roles in The Shipping Credit & Investment Company of India (SCICI), Akzo Nobel Coatings India Limited and The Great Eastern Shipping Company Limited, prior to starting up the Greatship Group in 2006.
Awards – National Talent Scholar, 1978. Won three consecutive Gold Medals for Academic Excellence in 1980, 1981 and 1982 and the prestigious Naval Architecture Gold Medal in 1982.Won Award for All Round Excellence in 1988.

Prior to commencing her Doctoral studies, Ms. Patnaik was teaching at the National University of Juridical Sciences (NUJS), Kolkata, India. Ms. Patnaik holds an MLB from the Bucerius Law School, Hamburg. She was awarded the Bucerius Scholarship to read for the MLB degree at Bucerius Law School, Hamburg. She has an LLB and LLM (with rank and distinction) from Berhampur University, India.Apart from being a full time faculty at NUJS, Ms. Patnaik has also been a visiting faculty at University Law College, Utkal University and at the Centre for Women and Law at Utkal University, India. She has also lectured at the University of Hamburg. Ms. Patnaik has more than seven years of teaching and research experience in the field of international economic laws – specifically Insolvency, Insurance, Banking and Maritime law.

Broadly, Ms. Patnaik’s research area is international economic law with focus on international insolvency and insurance law. For her PhD, Ms. Patnaik is researching on the issues of liability for Offshore Construction Projects. Through her research she is also proposing for a single all liabilities cover. Spearheading Drilling services (Drilling, Cementing and Mud), Well services (Work-over, Well completion & testing and WSS) and Technical services which are core services of ONGC
Institute of Drilling Technology (IDT), a premier institute under Mr Bose is providing technical expertise to Drilling services with the ultimate objective to promote E&P activities of the company. Earlier Mr Bose was instrumental in setting up internationally recognized Well Control Training Facility at IDT. The facility has accreditation from IADC, USA, IAWC, USA and IWCF, UK.
Has been a key person for implementation of directional drilling technology in Mumbai Offshore area during early eighties. In mid eighties he pioneered the development of in-house expertise in Horizontal Drilling to cater to the organizational needs. As a result of early initiatives by Mr Bose, today ONGC has high level of expertise in drilling of Horizontal and other Hi-Tech wells.
As Chief-Drilling Services, Mr Bose was instrumental in Deep Water Drilling Campaign in deep and ultra deep waters for exploration in East and West coasts. As Director (T&FS), plans for rolling out new technologies in offshore and onshore areas have been drawn to leverage corporate goals achievement Initiated use of composite material for the revamping and platform modification projects in Mumbai Offshore particularly for the secondary structures.
ONGC is an Associate Member of the Technology Development and Production Sub-Groups of National Gas Hydrate Program NGHP. Mr Bose, as Director incharge of Institute of Engineering & Ocean Technology (IEOT), actively supported ONGC’s participation in NGHP to establish presence of Gas Hydrates in Indian waters.
Taken lead for refurbishment and up-gradation of Onland Drilling rigs, Workover rigs & Cementing units. Induction of new advanced equipment as well as up-gradation of existing resources with state-of-the-art equipment to remain competitive in the global E&P business is one of his core focus areas.
Mr Bose has also contributed many technical papers on Drilling technologies in different conferences and technical publications.

Mr. Rajeev Kumar Sinha did his engineering in chemical discipline from Regional Engineering College, Rourkela in 1990. After working for one year in HPCL refinery Mumbai, he joined Oil and Natural Gas Corporation (ONGC) in 1991. He worked for 12 years in offshore in different projects in Mumbai High and Bassein offshore gas fields. Apart from the routine production and field project activities in offshore, he was involved in various safety certifications of offshore installations and implementation of ISRS safety systems.
Mr. Sinha joined Directorate General of Hydrocarbons (DGH) in the year 2003 and since then involved in various decision making process for oil and gas policy formulation. He has been actively involved in NELP promotional road shows at Houston, London and Calgary, Singapore during NELP VI and NELP VII bidding rounds and strategy meets with US department of Energy in Washington. He has been a part of the team from DGH for making XIth plan document for oil and gas sector, New Extension Policy for PSC regime, Gas Pricing determination, Marginal Field Development Policy, Monitoring of D-6 oil and gas field development, Development of Rajasthan oil field of Cairn India etc. He is a member of the team from DGH for review of the projects funded by OIDB.
